On Friday, August 8th, 2025, officers with the Hazleton City Police Department were ending the detail for the Rockin' the Mountain concert. While enroute back to the police station, they observed a red 4-wheeler traveling on the roadway in the City.
The four-wheeler was behind the officer's vehicle when they lost sight of it. The quad reappeared shortly and attempted to pass the police cruiser. A traffic stop was conducted, and the operator of the quad pulled over in the area of South Church Street and Mine Street. The operator is now identified as Kenny Castillo Cisneros, who told officers he had ridden into the City to fuel up the four-wheeler.
The four-wheeler was seized due to the city ordinance code, Chapter 533 -4. The operator, Kenny Castillo Cisneros, will receive a citation for operating and using a recreational vehicle inside city limits.
****We want to remind the public of this City Ordinance, Chapter 553, and the penalties. "The penalty for a violation of this chapter shall be confiscation and forfeiture of the vehicle to the City of Hazleton. The all-terrain vehicle or ATV may be crushed or destroyed by the City after forfeiture. Any person or entity who shall violate the prohibition against fueling stations permitting direct fueling into a recreational vehicle not secured to a trailer shall be subject to summary enforcement proceedings and, upon being found guilty thereof, shall be subject to the penalties provided in Chapter 1, Article II, Violations and Penalties. All offenders convicted of violating this chapter shall also pay the costs of prosecution, including court costs and reasonable attorney fees. Any person guilty of a violation of the within chapter may also be subject to civil proceedings for damages and/or injunctive relief by the City of Hazleton, a property owner, or any other person injured or damaged by such violation. Both criminal and civil proceedings may be commenced against a person violating the within chapter, and commencement of any such proceedings shall not constitute an election of remedies preventing the commencement of the other proceedings against such violator."
